I figured it out. It's caused by dominicdesignteam scenery designed for MSFS2020. In the DDT folders they have a folder called MaterialLibs. There is a texture folder in there that is missing texture files. The files that were missing are the same ones used by Aerosoft EDDF, ASPHALT01_ALBEDO.PNG.DDS and ASPHALT01_COMP.PNG.DDS

Seeing the Aerosoft 2020/2024 EDDF contain these files the DDT scenery was causing a conflict. I removed the reference above from the DominicDesignTeam scenery Library.xml for those sceneries and the problem was solved.
MSFS2024 native scenery does not have this folder.
