The installer or NavData Updater should be run as Administrator as well. It's also important to ensure that your Microsoft One Drive is not mapped to your Documents folder. As stated in the other topic, it is used by fuelplaner and should not be deleted. The fuelplaner uses it to calculate the distances based on the airport position stored in the navdata. That data does not change. Only Problem might be, if there are airports, that are not covered in the navdata, the fuelplaner won’t be able to calculate the distance.
