I've tried using them and they don't seem to change the display The tacan offset would allow the pilot to feed in the bearing and distance from a suitable beacon to his destination runway so the tacan display would direct him straight there. The pilots had all this data to hand . but in FSX the placement of runways and beacons is not accurate enough to make this worth while (even if you could find the data).
