So it comes down to the airline SOP, runway/performance limitations and outside conditions in most cases. It's just a decision we have made to keep the packs on as standard with the checklists. They could be turned off but someone could then request that they are left on because of the very same reason that some airlines keep them on for departure. The checklist is mostly aimed to guide pilots through a flight with the Airbus and follows very standard procedures to keep it extremely simple so even the pilots that have never sat in an airlines before so that they can learn and get flying quickly.
