I have a workaround : I made a Fs9 folder with the fs9.exe file in it on a different Xp pc and installed the scenery there. Afterwards I copied the scenery to my Vista pc. Opposite to Casablanca where I have good fps Monastir gives very low fps. After some testing it was the construction of the bgl filed and not the textures.
