Question about take off and THR CLB Power

Is this Situation Airbus Logic:

Take off in EDLW with an 319 IAE... 77% N1 and flaps 1+f Calculated

@1500 AGL the Point of THR CLB the Engines are spooling up to 85%

Is THR CLB not the point where the Engines reduce the power a little bit?

Correct me if i´m wrong
