No crew boat on xbox

I bought the North sea pack on the marketplace for Xbox. One of the reasons that tipped me over into purchase was the included usable crew boat. It is however nowhere to be found. Is this a mistake or deliberate? Will the boat come to Xbox? I feel cheated to be honest: the store page clearly mentions the boat. I can't even get a refund because it would count as one of my two courtesy refunds per year which i have used up.

 

Edit: Nvm today it now appears. I did try restarting both Xbox and sim yesterday to fix it with no luck.
