access events for non Lua users

is there a way to access events for those who do not use Lua scripting?  

 

for example, 

LANTIRN (B/W HOT TOGGLE)
 Parameter (Press): 298
 Parameter (Release): none

 

there's no button on the RIO or 2d panel for this basic function.  if an event can be assigned to a key as we have for the VRS F/A18, it would make things really nice...
