had the same problems u mentioned here is what i did

1 delete p3d config file

2restart p3d and after its running check your config file again and make sure no affinitty mask is there if so delete it

3 add this in the  config file 

    [SIM]    

optimize_parts=1

SYSCLOCK=0

i have a very good computer here is mine

Z170a mother board 

intel chip running at 4.2

32 gb of ram

h110i water cooler

1200 wt power supply

i did more thing

down in the terrain section i increased my lod from 6.5 to 9.5 to give me a better viewing distance 

everything running at 31 fps evening at london heathrow with no problems
