I have tried several searches for information and rectifications of this error but with no luck.

Has anybody else experienced this error or know a way of fixing it?

If I were you I would try a clean boot of the OS (so without much loaded) and with the FS9.cfg moved to another location. That way you might be able to find out if it is the OS or FS. But for sure it could be a tough one to debug.
