Lack of Flap lift or the vapp is incorrect?

Deal all,

I found I have to keep 7~10 degree during aprroach for A320 (the weight is normal for short flight), A321 also have same problem too. Can somebody confirm that it is the flap's lift problem or the vapp given by MCDU is incorrect? if it is lift problem, I'm gonna edit .air file to fix it. if someone have relevant data, please also help me to do this. Thanks in advance :D
