Airbus X throttle issue again

Ok before I get started I had the Airbus X throttle working on my old computer (it took about 3 weeks to get the throttles to work but they finally did).

Well I upgraded to a new PC and well you guessed it the throttle issue is back and for the life of me I cannot get them to work correctly.

1st off I have read the following post and followed it to the "T". The issue I am having is that the throttle will not go to idle it stays around 50-60% and it will max out at 85%. I will post my FSUPIC ini file to see if anything stands out.

I am using the JetMax 737 Throttle quad. On my Windows Visa PC all was working well, my new Windows 7 PC is where I am having the problem.

I used the Airbus Launcher (Joystick utility) as well and it makes no difference.
