I read in the Manual-Twin-Otter-Extended-Vol3-Checklists.pdf page 3. Airspeed limits CAS row 3 the Vp in 20.000 feet ? Can you explain me how you can calculat an aquaplaning at 20.000 feet ?

I think you should chance Vp to VA .

VA stand for Design maneuvering speed. http://en.wikipedia.org/wiki/Maneuvering_speed

You mean Vol4 - Data I think?

The same misspeling exists at page 5 in § Vfe (Flaps extended).

Vp appears correct. It's on the FAA Type Certificate Data Sheet (TCDS) here. I know it's Canadian and Viking holds the TC now, but the info in the FAA TCDS comes from Transport Canada and is authoritative.

As Thomas says, it's new to me as well, but then I'll also agree with his test pilot saying. ^_^
