It looks like your RPM is hanging at about 22%. Did you try flipping the fuel cutoff switch on the throttle (where your left pinkie would be)?

From a practical standpoint, you only need to take 5 steps to start the engine from the cold and dark state (shift+2 panel): MASTER FUEL - ON, ENG FEED - NORM, Main power - PWR, JFS - START 1, then hit the fuel cutoff switch on the throttle when the RPM gets to about 20-22%. That should get your engine running.

But like Shaun mentioned (at least I think this is what you were hinting at, Shaun), if you're jumping in the F-16 from another aircraft that has been shut down, that aircraft might have a switch flipped off that isn't found in the F-16 so you can't flip it back on. I have had that happen before in other aircraft, but not the F-16.
