Campaign 4 problem

Can somebody help me, I am stuck at the campaign 4; i complete the mission, got good grades from some inspector,

but when the mission suppose to end it shows me some news article about subway accident and that many people were late for their job,

with the note: You should replay this chapter.

What is the problem i can figure out what i am doing wrong
