I was recently snooping around a forum when I found this picthis explains what I am looking for. Have static images on the stairs/near the bus with the density increasing/decreasing depending on the boarding timer? Change your looking perspective and they look like cartoon ads. Although I'm pretty sure I've seen 2D sprites that would rotate depending on the POV to always face the camera (I think it was in VHHH)? Admittedly they look a bit cartoonish, but it could work as a stop-gap measure until a better way is found. Not sure it would warrant the development time though.
