Livery Installer cannot see any liveries after 5.3 HF1 update

I have 2 issues with Livery Installer and I bet both have same root cause.

As you can see on attached screen I cannot see any livery on the list. And I have many of them, I can select them in P3D.

 

Secondly, when I am trying to add new liveries I am getting the below error msg. AS Updater and re-install did not help sadly.
