I have upgraded to the newer version and went to LEPA which is full of aircraft, but after 20 minutes none of them have moved. My settings are as instructed in the updated manual (except Multiplayer, which is off). How long should it be before I see some aircraft movement?

No idea, keep in mind Simple Traffic does not change how the traffic behaves, just how they look. So if nothing moves, the sim does not think any should move.
