Aerosoft and CRJ team, thanks for the continued support and further development of this great line.    I have spent countless hours with product  simulating great flight situations.     While this may not apply to certain configurations,  here is what I did (and what I forgot to do that gave initial problem) to install on Prepar3D 4.5.13 (in my case).

 

      Note:  I rebooted computer in all steps although some might not be necessary.  

-  Deactivated windows anti-virus

- De-installed prior version via windows 10 app menu

- ** RUN Prepar3D once to default aircraft without the CRJ.   (I forgot to do this and the consequence was that Prepar3D would start to boot up, delay and just close down on it own...  Removing the recently installed CRJ 2.4.0.0 and doing this step solved the problem for me.

- Install CRJ 2.4.0.0

- Run Prepar3D and all is well.
