It doesn't tell you, what cycle you have installed. That would actually be impossible, as there is no such thing as one general AIRAC cycle for all your add-ons, but each add-on gets it's own copy of the navigation data. So SIMstarter would have to know all FSX/P3D add-ons which use navigation data, and where they are installed and which navigation data format they are using (to read the cycle number from it).
