I moved this for you from where you first posted, which is for aircraft without their own forum. Hopefully, someone familiar with the RJ will see your post and get you an answer.

Less than 20% and there isn't enough airflow to guarantee a clean engine start - you run the risk of flooding the engine and not getting light-off. The FADEC for the engines is looking for 20% N2 anyways to introduce fuel.
