I have probably discovered the problem: In the FSuipc settings, in the axis assignments on page 5 (if I'm not mistaken) there is the flap setting. Here is a flag that says "rev". With that flag, the flaps don't work correctly. Now I don't know why that flag was checked, but at least I found the problem. Thanks @Hanse for the support.
