It's because of the eyepoint. Trigonometry. The eyepoint had to be moved back so that you could see more of the lower panel in the default view. Sure, it would have been possible to allow the HUD to occupy 25 degrees of your field of view, but there would've been a HUGE trade-off for that: the HUD frame, glass, and symbology would have been the only thing visible on your monitor in the default view, and honestly, people probably would not have wanted that. Especially at a time before TrackIR and VR were so prevalent.

 

Perhaps it would be done differently now, sure, but this plane is still a hoot to fly all these years later!
