Almost certainly caused by miss-applied shaders and/or HDR settings that are way off. You need to clear your shader cache (then reboot) and if you're using any third party shader mods, turn them off. Ask here if you don't know how. If you're using a third party shader app, please also reply with which one.

In case you didn't know, this scenery is tuned to look its best with stock shaders, which is what most if not all designers aim for. It's the only way to get consistent results.

Also, turning off HDR will save some frames and correct any wildly off HDR settings. Again, as a minimum, turn the sim off and back on so it can reset HDR properly. Afterwards, see how things look and then report back on results.

Best wishes for an improvement.

So return your shaders back to default. Allthose shader tweaks are meanwhile known to cause problems with wrong settings in combination with HDR and DL

i use tomatoshade with reflection

Well then your tomatoshade made a serious mess of things and you know what causes it. Unfortunately, we see it a lot and there is absolutely nothing we can do about it. All our developers work with a standard sim and it is simply totally impossible to adjust the work with shaders completely stretch some part of the spectrum.
