Wheels Active

I have the ski otter with the AntarticaX package.  When I load the otter I get a small button next to the checklist that says "Wheels Active".  I can take off on tarmac.  Somehow at one point I must have turned the wheels "inactive" because I got sparks from the skis when trying to take off.  Is there a setting for active" vs "inactive" wheels?  What changes this?  What does the message mean when the plane first comes up?

PS At 16 I spent some time in Antarctica and made it to the South Pole.  I am loving both the Antarctic scenery and the Otter--thanks so much for creating such a fabulous set of add-ons for fsx!
