I have no issues loading and exiting P3D directly Ray, are you running P3D directly as admin.

You need to set the path to \FSGRW\data\exchange\common
However you may also consider wx2pfpx that will provide more data.

Following the changes at NOAA for access to the data source the URL/format in SS settings should be changed:

The template also required a performance file as noted, however the site where that was published is no longer available.

If as suggested you have made no changes at all to the configuration files within Simstarter then the default settings of prepar3d.cfg as imported will be in use and is no different to launching P3D directly.
Should you have made any changes to the Master config set within Simstarter or created a new sim config set then these settings are written to the prepar3d.cfg file, starting P3D directly will also reflect these changes.
Is Simstarter set to 'run as administrator' ?
Should it be necessary to restore file prior to the Simstarter install simply rename the backup files eg prepar3d.cfg.SIMstarterBackup located in the app data folder but this should not be required.

Having installed the new client delete the existing prepar3d.cfg if it remains, start P3D directly from its shortcut which will build a new cfg. Close P3D and then launch via simstarter and import the config when prompted.

I have been using the update since release and haven't come across any incompatibility on my system. As only the P3D client update is required then it would be a simple process to revert. Don't forget to import a new prepar3d.cfg.

Which ICAO codes are one hour behind. not all regions update at 30min intervals.
EDIT: Checking here there is a 10-15min delay from the published time.

I can see the same issue but do not have a solution, the problem lies with the FIR.dat file.
An option would be to remove the FIRChange entries from the OFP template.

If you are prepared to send me a copy of the OFP by PM ideally with etops then I'll take a look. No promises on an outcome though.
