Hi,

 in AOM PART 1, page 1-1-33, Geometry Alexander Metzger writes: 

Loading the aircraft properly is therefore vital for sufficient control of the elevator which has less of an arm for pitch control than on a classical arrangement.

 

Could anybody explain to me what is the what is actually the meaning of this snippet ( violet )and its technical background?

Hello.

Probably he means that because the CRJ has aft mounted engines, the wings need to be further aft aswell.

So the distance between the elevator and CoG ( moment arm) is shorter than compared to wing mounted airliners.

An empty aircraft with aft-mounteed engines is therefore tail heavy at low weights, and you don't want to further increase this scenario by loading cargo only in the aft cargo holds. This can render the elevators unable to recover the situation

 

This is in general terms, maybe the CRJ is little different, I am no expert :)

PS: a nice side effect with T-tails is that you increase the distance between CoG and the elevators
