The number of cores for example, the quantity and speed of the cache memory or the presence of a built-in graphics chip. An i7 at 2 GHz can perform better than an i3 at 3 GHz because of those other things, despite the fact that the i3 has more GHz. Somebody once made an example of two men digging holes in the ground. The first man was digging two shoves a minute, the second man three shoves a minute. Which hole is becoming deeper the fastest? The hole by the first man, because his shoves are twice as big as the shoves of the second man. In this case it doesn't make any difference, apart from the clock speed both CPUs are identical.
